US war memorials seem to be found more in military than in civic space as compared with European ones, a trawl via the American Legion website databases suggests. This is not to say that they are necessarily militaristic, but that literally they are most often located in military environs rather than in local parks, at crossroads, on bridges, in churchyards and other civic/public places.
